WALL – The amendment of the Ministry of Agriculture and Forestry on the “Regulations on the places of production, sale, accommodation and training of domestic and ornamental animals” entered into force two days ago (6 april). The new name of the regulation, in which the expression “ornamental” was deleted, became “Regulations on the places of production, sale, keeping and training of pet animals”. The change took place in the media with the information that the sale of cats and dogs in pet shops was prohibited.

However, Animal Rights Oversight Committee (JUDGE) coordinator Fatma Biltekin argued the settlement was “for show” and said that under the meter production would increase.

The change in ministry regulations prevents the “physical” possession of animals in pet stores. On the other hand, after July 14, sales of cats and dogs from pet stores will continue to be made via “breeding farms”. Photos and information about animals will be presented to the buyer through catalogs and websites in pet stores. The cats and dogs selected by the buyer will be collected from the farms. There is no change in the sale of animals such as birds and reptiles from the pet store.

A permit from the Ministry of Agriculture and Forestry is required for production farms established for the production and sale of animals. It is not possible for these farms to be supervised by volunteers. According to the list titled “Domestic and ornamental animal outlets with work permit” on the ministry’s website, 2,345 institutions and organizations have this permit throughout Turkey. However, it is possible to find counter farms in almost every city in Turkey, which were created without the knowledge of the ministry.

“REGULATORY SHOW, TOOL OF ABUSE OF PRODUCTION FARMS”

Fatma Biltekin, coordinator of the Animal Rights Watch Committee (JUDGE), which argues that production farms are a tool of abuse in themselves, said the regulation in the regulation was designed to say: “The sale of cats and dogs in pet stores is over”. Biltekin, who drew attention to the various pet store regulatory changes made in previous years, said regulations that make it easier to open production farms are still in place.

With the “Regulations amending the Regulations on the places of production, sale, accommodation and training of domestic and ornamental animals” published in the Official Gazette on February 18, 2020, the way has been opened for the establishment of workplaces where pets and ornamental animals are produced, bought and sold, alongside places of food production. The article on keeping animals in separate cages or sections was also changed and the condition “Animals that could harm each other, even of the same species, cannot be kept together” was removed. In addition, the documents required for business creations have also been reduced.

“THE PRODUCTION MUST BE ENDED”

Biltekin said that one of the main reasons why the number of animals living on the streets is so high is for the continuation of production, and noted that production must first be completed in order to end the related problems. to street animals, which have been on the public agenda for months. Biltekin said: “Because people who buy cats and dogs, when they realize that the responsibilities of these animals are too heavy, they leave the animals on the streets or in shelters. When you go to the forest, you can see the breed of animals all the time. One of the main reasons the number of animals living on the streets is so high is that production continues. We have to end production just because of that. Apart from that, the production is already above all a form of sexual violence. It interferes with the sexuality of animals. They mate the animals by forcibly confining them to a cage. We want production to stop completely and the sale of all animals in pet stores to be banned. »

“THE SALE OF ANIMALS ON THE INTERNET HAS BEEN OPENED”

Biltekin drew attention to the sales of animals made on the Internet and said that even dogs called “dangerous breeds” can be bought and sold easily and although this situation cannot be avoided, production under the stairs will increase with it. the amendment to the regulations. Biltekin said: “One of the recommendations of the Animal Rights Research Commission report was to include the sale of animals over the internet as a catalog crime. But for that, it was first necessary to criminalize the sale of animals. Since they did not enter into such an arrangement, this proposal remained as such. While we were trying to completely end the sale of animals on the Internet, such an arrangement paved the way for online sales,” he said.
